Revenues remain low despite recent enhancements

Despite the revenue measures adopted in 2009 and 2010, total state revenues are projected to remain depressed due to the national recession.  As shown in the graph below, had policymakers not acted to increase revenues in the current biennium, total state revenues would have declined by 4.4 percent from the previous biennium.  Even with the revenue enhancements, total revenue will still be lower than in the last biennia—by 1.3 percent.
