Kelli is part of the research and policy team at the Budget & Policy Center, and she focuses on state budget and revenue policy.

Prior to joining the Center, she was a senior policy associate at the Economic Opportunity Institute. Her research focused on higher education policy and on the impact of race and ethnicity on economic outcomes.

Her experience also includes providing legal representation to clients with low incomes in a range of areas. She holds a Juris Doctor from the University of California, Davis.
